What Is Bulk Billing?

When a GP "bulk bills," they agree to accept the Medicare Benefits Schedule fee as full payment — no gap payment from the patient. For international students, OSHC providers have a similar arrangement at participating practices where no out-of-pocket cost applies.

How to Find Bulk-Billing GPs

  • healthengine.com.au — Australia's largest medical appointment platform. Filter by "bulk billing" and your suburb.
  • hotdoc.com.au — Same functionality. Book online.
  • Your OSHC provider's website will have a "find a provider" tool showing OSHC-participating practices.
  • Your university medical centre — almost always bulk bills OSHC.

University Medical Centres

Every Australian university has an on-campus medical centre staffed by GPs. These almost always bulk bill OSHC and are the most convenient option. Appointments can be booked online through the university's student portal or the centre's own website.

When Is There a Gap Fee?

Some specialist consultations (cardiologist, dermatologist, orthopedic) are not bulk billed and carry a gap fee of AUD $50–200 after OSHC rebate. For these specialists, always ask for the total cost and gap before the appointment.

Medicare and International Students

International students from countries with a reciprocal healthcare agreement (UK, Ireland, New Zealand, Belgium, Finland, Italy, Malta, Netherlands, Norway, Slovenia, Sweden) are eligible for Medicare. Nepal does not have this agreement, so standard OSHC applies.
